Στ. Γκίκας για κύρωση ReCAAP: «Η ασφάλεια στη θάλασσα δεν είναι μια αφηρημένη έννοια διεθνούς πολιτικής, αλλά άμεσα συνδεδεμένη με την εθνική οικονομία, την απασχόληση, την προστασία των ναυτικών μας και τον ρόλο της Ελλάδας στο διεθνές σύστημα»

Κυρώθηκε από την Βουλή των Ελλήνων, η σημαντική για την ελληνική ναυτιλία, “Συμφωνία Περιφερειακής Συνεργασίας για την καταπολέμηση της πειρατείας και της ένοπλης ληστείας κατά πλοίων στην Ασία” (ReCAAP – Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia), που κατετέθη ως νομοσχέδιο του Υπουργείου Ναυτιλίας και Νησιωτικής Πολιτικής.
 
Ο Υφυπουργός Ναυτιλίας και Νησιωτικής Πολιτικής, Στέφανος Γκίκας, στην ομιλία του στην Ολομέλεια, αναφέρθηκε στη συγκυρία στην οποία εισήχθη προς κύρωση στο Κοινοβούλιο η ReCAAP, επισημαίνοντας: «Η συζήτηση διεξάγεται σε μια περίοδο εξαιρετικής διεθνούς ρευστότητας και γεωπολιτικής αβεβαιότητας. Οι εξελίξεις στο διεθνές περιβάλλον, ο πόλεμος που βρίσκεται σε εξέλιξη και η ευρύτερη αποσταθεροποίηση στη Μέση Ανατολή επηρεάζουν άμεσα τις θαλάσσιες μεταφορές, τις παγκόσμιες εμπορικές ροές και κατ’ επέκταση,  την οικονομική και κοινωνική σταθερότητα. Σε αυτό το κρίσιμο πλαίσιο, η κύρωση της Συμφωνίας ReCAAP, αποκτά ιδιαίτερη πολιτική και θεσμική βαρύτητα».
 
Σε αυτή την πραγματικότητα, όπως έχει διαμορφωθεί διεθνώς, ο κ. Γκίκας τόνισε ότι: «Για τη χώρα μας, η ασφάλεια στη θάλασσα δεν είναι μια αφηρημένη έννοια διεθνούς πολιτικής, αλλά άμεσα συνδεδεμένη με την εθνική οικονομία, την απασχόληση, την προστασία των ναυτικών μας και τον ρόλο της Ελλάδας στο διεθνές σύστημα. Κάθε απειλή κατά της ναυσιπλοΐας μεταφράζεται σε αυξημένο κόστος, σε κίνδυνο για την ανθρώπινη ζωή και σε αναταράξεις που δεν γνωρίζουν σύνορα. Η πειρατεία και η ένοπλη ληστεία εναντίον πλοίων, ιδίως στη Νοτιοανατολική Ασία και στη Δυτική Αφρική, παραμένουν σύγχρονα και εξελισσόμενα φαινόμενα. Παρά τις προσπάθειες της διεθνούς κοινότητας, οι εγκληματικές αυτές δραστηριότητες προσαρμόζονται στις νέες συνθήκες, αξιοποιούν την πολιτική αστάθεια, τις περιφερειακές συγκρούσεις και τα κενά ασφαλείας».
 
Ο κ. Γκίκας έδωσε ιδιαίτερη έμφαση στην σημασία της συμμετοχής της Ελλάδας ως εταίρου, στον κεντρικό πυλώνα της ReCAAP, στο Κέντρο Ανταλλαγής Πληροφοριών, το οποίο συλλέγει, αναλύει και διαχέει αξιόπιστα δεδομένα για περιστατικά πειρατείας και ένοπλης ληστείας.
 
Ο Υφυπουργός Ναυτιλίας και Νησιωτικής Πολιτικής ολοκληρώνοντας την τοποθέτησή του τόνισε: «Η κύρωση της Συμφωνίας ReCAAP αποτελεί μια σαφή πολιτική επιλογή υπευθυνότητας και πρόνοιας, σε μια περιοχή που μόλις πέρσι, το 2025, είχαμε αύξηση των περιστατικών ένοπλης ληστείας σε εμπορικά πλοία κατά 25% περίπου, σε σχέση με το 2024.
 
Η προσχώρησή μας στην ReCAAP ενισχύει την ασφάλεια της ναυσιπλοΐας, προστατεύει την ανθρώπινη ζωή στη θάλασσα και θωρακίζει τα ναυτιλιακά συμφέροντα της χώρας μας σε μια από τις πιο αβέβαιες περιόδους των τελευταίων δεκαετιών. Είναι ένα βήμα που αντανακλά τον ρόλο της Ελλάδας ως αξιόπιστου, ενεργού παράγοντα στη διεθνή ναυτιλιακή και πολιτική σκηνή».
 
Θα πρέπει να σημειωθεί ότι το 2024 καταγράφηκαν παγκοσμίως  116 περιστατικά πειρατείας – ένοπλης ληστείας, εκ των οποίων τα 43 πέριξ της Σιγκαπούρης, με τα 16 να αφορούν ελληνόκτητα πλοία. Το 2025 ο αριθμός αυξήθηκε σε 137 περιστατικά, με τα 80 να λαμβάνουν χώρα στην ίδια περιοχή και πάνω από 20 να αφορούν πλοία ελληνικών συμφερόντων.
 
Τη Συμφωνία ReCAAP έχουν κυρώσει περισσότερες από 20 χώρες, συμπεριλαμβανομένων των βασικότερων ναυτιλιακών ευρωπαϊκών χωρών όπως η Νορβηγία, η Δανία, η Ολλανδία, η Γερμανία, το Ηνωμένο Βασίλειο και η Αυστραλία.

ReCAAP: Seven Armed Robbery Assaults Against Ships Were Recorded in Asia in April

In April 2021, seven incidents of armed robbery against ships were reported in Asia. No piracy incident was reported. The ReCAAP ISC is concerned with the continued occurrence of incidents on board ships while underway in the Singapore Strait. In April 2021, five incidents were reported in the eastbound lane of the Traffic Separation Scheme (TSS) in the Singapore Strait. There was no report of abduction of crew in the Sulu-Celebes Seas and waters off Eastern Sabah, Malaysia in April 2021. However, the threat of abduction of crew remains high, given the information such as the operation on 3 Nov 20 by the Philippine authorities in preventing a kidnap-for-ransom plan by the Abu Sayyaf Group (ASG) and the military operation on 23 Apr 21 by the Philippines Armed Forces against members of ASG (page 14 of this Report).

ReCAAP: Report Piracy and Armed Robbery Against Ships in Asia January-September

A total of 75 incidents of piracy and armed robbery against ships (comprising 73 actual incidents and two attempted incidents) were reported in Asia during January-September 2020 compared to 54 incidents (comprising49 actual incidents and five attempted incidents) during January-September 2019.This accounts for an increase of 39% in the total number of incidents reported during January-September 2020 compared to the same period in 2019.
Of the 75 incidents, 71 were incidents of armed robbery against ships and four were piracy incidents. The increase of incidents during January-September 2020 occurred in Bangladesh, India, Indonesia, the Philippines, Vietnam, South China Sea and Singapore Strait. However, there was improvement at the ports/anchorages in China and Malaysia during January-September 2020 compared to the same period in 2019.
 
Of concern was the continued increase of incidents on board ships while underway in the Singapore Strait during January-September 2020 with 22 incidents, compared to 15 incidents during the same period in 2019.
The situation of abduction of crew in the Sulu-Celebes Seas and waters off Eastern Sabah remains a serious concern as demonstrated by the abduction incident on a fishingrawler on 17 Jan 20 off Lahad Datu, Sabah, Malaysia where five crew were abducted; and information of planned kidnapping by members of the Abu Sayyaf Group in Sabahand Semporna, Malaysia targeting ships passing by Tawi-Tawi and Sabah waters. On 29 Sep 20, the body of one of the five abducted crew from the fishing trawler was found during a military operation in Patikul, Sulu. Four crew are still held in captivity. Shipping companies are advised to follow the ReCAAP ISC’s ‘Guidance on Abduction of Crew in the Sulu-Celebes Seas and Waters off Eastern Sabah’ and maintain communication with the Operation Centres of the Philippines and Eastern Sabah Security Command(ESSCOM) of Malaysia.
 
Also of concern was the increase of the number of incidents at Manila and Batangasanchor ages/ports in the Philippines during January-September 2020 compared to the same period in 2019. The ReCAAP ISC has published a Special Report consisting of an Advisory on the measures to be taken by ship sanchored/berthed in the area, and the contact details of the local authorities
.In view of the increase of incidents in the locations as indicated in this Report, the ReCAAP ISC reiterates the need for law enforcement agencies to enhance surveillance, increase patrols and respond promptly to incidents reported by ships in order to arrest and prosecute the perpetrators. Ship masters and crew are strongly advised to exercise vigilance, maintain constant look out for suspicious boats in the vicinity, report allincidents immediately to the nearest coastal State, and implement preventive measures recommended in the ‘Regional Guide to Counter Piracy and Armed Robbery Against Ships in Asia’.
