Σταϊκούρας: Από το β΄ τρίμηνο αναμένουμε «φως στην άκρη του τούνελ» για την οικονομία
Από το β΄ τρίμηνο του έτους αναμένεται να φανεί «φως στην άκρη του τούνελ» της οικονομίας εκτίμησε ο υπουργός Οικονομικών, Χρήστος Σταϊκούρας, μιλώντας στην ΕΡΑ.
Ωστόσο, όπως είπε, το τρέχον έτος δεν πρόκειται να καλυφθούν οι απώλειες της πανδημίας. Αυτό, βάσει των σημερινών δεδομένων, θα καταστεί εφικτό το 2022.
Ο υπουργός ανέφερε ότι προτεραιότητα τής κυβέρνησης είναι να συνεχιστεί η δημοσιονομική χαλάρωση και το 2022 και η Ελλάδα, παρά το γεγονός ότι βρίσκεται σε καθεστώς μεταμνημονιακής εποπτείας, να αντιμετωπισθεί όπως και οι άλλες ευρωπαϊκές χώρες. Ενώ για την «επόμενη ημέρα» δήλωσε ότι στόχος είναι να συνεχιστεί η οικονομική πολιτική που διακόπηκε από την πανδημία και η ανάπτυξη θα καταστεί βιώσιμη εάν η αύξηση των επενδύσεων και των εξαγωγών είναι μεγαλύτερη από αυτή της κατανάλωσης.
Κατέστησε σαφές ότι η κυβέρνηση θα είναι δίπλα στην κοινωνία για όσο χρειαστεί, αλλά πάντα εντός των απαραίτητων δημοσιονομικών περιορισμών που υπαγορεύει η δημοσιονομική σταθερότητα. Επανέλαβε τα στοιχεία, σύμφωνα με τα οποία το μηνιαίο κόστος του lockdown σε εθνικό επίπεδο είναι περίπου 3 δισ. ευρώ, ενώ οι περιορισμοί που έχουν επιβληθεί αυτή την περίοδο στις «κόκκινες» περιοχές (μεταξύ των οποίων είναι και η Αττική) στοιχίζουν περίπου 2,7 δισ. ευρώ, καθώς το 67% του τζίρου της οικονομίας παράγεται σε αυτές τις περιοχές. Είπε, παράλληλα, ότι για κάθε μήνα που συνεχίζονται τα μέτρα, ο ρυθμός ανάπτυξης υποχωρεί κατά 0,8% και το πρωτογενές αποτέλεσμα επιβαρύνεται κατά 0,7%.
Απαντώντας, εξάλλου, σε σχετικές ερωτήσεις δήλωσε τα εξής:
* Μόνο μέσα από την «Επιστρεπτέα Προκαταβολή» έχουν διατεθεί 7 δισ. ευρώ σε 545.000 επιχειρήσεις και 3 δισ. ευρώ αποζημιώσεις ειδικού σκοπού σε 1,3 εκατομμύρια εργαζόμενους.
* Το α΄ τρίμηνο του έτους τα μέτρα στήριξης θα φθάσουν στα 5,9 δισ. ευρώ, και σε κάθε περίπτωση θα ξεπεραστεί το όριο των 7,5 δισ. ευρώ που προβλέπει ο εφετινός προϋπολογισμός.
* Δεν είναι θέμα του υπουργείου Οικονομικών το πότε θα ανοίξει η αγορά, θα μιλήσουν πρώτα οι ειδικοί. Η κυβέρνηση σαφώς και θέλει να λειτουργεί το εμπόριο εύρυθμα και με τη μεγαλύτερη δυνατή υγειονομική ασφάλεια.
* Το θέμα του τουρισμού δεν αφορά μόνο στην Ελλάδα, αλλά σε όλο τον κόσμο και η πορεία του θα εξαρτηθεί από την πορεία των εμβολιασμών και τα υγειονομικά πρωτόκολλα. «Προσδοκούμε», είπε «ότι το 2021 ο τουρισμός θα πάει καλύτερα από το 2020, ωστόσο δεν θα φθάσει στα επίπεδα του 2019».
* Το ελληνικό χρέος έχει κάποια ιδιαίτερα χαρακτηριστικά που το καθιστούν βιώσιμο, παρά την επιβάρυνσή του την περίοδο της πανδημίας.

Πάνω από 3 δισ. ευρώ θα είναι το μηνιαίο δημοσιονομικό κόστος από ένα πιθανό καθολικό lockdown στην Αττική, δήλωσε ο υπουργός Οικονομικών Χρήστος Σταϊκούρας, σε συνέχεια της εισήγησης του Βασίλη Κικίλια για ολικό λοκντάουν. Πρόσθεσε, ωστόσο, ότι σε κάθε περίπτωση το υπουργείο Οικονομικών είναι έτοιμο να αντιμετωπίσει το όποιο κόστος.
Μιλώντας στην τηλεόραση του ΑΝΤ1, ο υπουργός είπε ότι «τώρα το κόστος με τα υφιστάμενα μέτρα είναι στα 2,5 δισ. ευρώ», επισημαίνοντας πως η κυβέρνηση κάνει «συνετή διαχείριση πόρων» ώστε να κρατήσει δυνάμεις για κάθε ενδεχόμενο. Για αυτό, πρόσθεσε, η κυβέρνηση μπορεί να καλύπτει μέρος των απωλειών όσων πλήττονται από την οικονομική κρίση που προκάλεσε η πανδημία, αλλά δεν είναι δυνατό να καλύψει το σύνολο των απωλειών. Υπεραμύνθηκε δε των επιλογών του υπουργείου Οικονομικών αναφορικά με την επαρκή στήριξη τομέων της οικονομίας, λέγοντας ότι οι δράσεις είναι σε πολλές περιπτώσεις πιο γενναιόδωρες από αντίστοιχες άλλων ευρωπαϊκών χωρών. Υπενθύμισε, πάντως, ότι η χώρα είναι ακόμη σε καθεστώς ενισχυμένης εποπτείας και άρα έχει τη «Δαμόκλειο σπάθη» των ελλειμμάτων και του χρέους.
EUR 200m EIB backing for climate, economic and social cohesion projects across Greece
Loan of EUR 200 million to finance the national contribution of 2014 – 2020 Partnership Agreement between EU and Hellenic Republic, with total EIB support reaching EUR 1.7 billion.
Initiative to accelerate small scale innovation, entrepreneurship, clean energy, environmental protection, education and health projects.
Priority investment in high-impact small scale projects across Greece will be accelerated following agreements signed by the Minister of Finance of the Hellenic Republic and Governor of the European Investment Bank, Christos Staikouras, Deputy Minister of Development and Investments of the Hellenic Republic, Yannis Tsakiris, European Investment Bank President, Werner Hoyer and EIB Vice President responsible for Greece, Christian Kettel Thomsen.
The latest contracts were signed during a visit to the EIB headquarters by Minister Tsakiris Luxembourg earlier today.
“Investment to improve health and education, enhance economic opportunities, and strengthen climate action is key for Greece in these challenging times. Today’s new EUR 200 million agreement will contribute to long-term financing and accelerate a green recovery following the COVID-19 pandemic. The excellent cooperation between the Greek authorities and the EIB Group’s Investment Team for Greece is testament to the enduring, intense, positive relationship between the country and the EU Bank.” said Werner Hoyer, President of the European Investment Bank.
This key agreement will enable schemes under the Greek 2014 – 2020 Partnership Agreement between EU and Hellenic Republic to be smoothly financed and increase economic and social impact. The latest EUR 200 million EIB financing represents the final tranche of EUR 1.7 billion European Investment Bank support for the Greek national contribution to EU structural fund backed priority investment across the country, which are co-financed by the EU Structural and Investment Funds. This will enable projects under the EUR 18.6 billion six-year European Union programme to be completed or expanded to increase economic and social impact.

Confirmation of EIB financing will accelerate crucial investment in research and innovation, communications, sustainable transport, water, waste, renewable energy and energy efficiency, health, education and urban regeneration projects across Greece.
Enhancing climate action in Greece
More than 25% of the projects will reduce climate emissions and reduce the impact of climate change and help Greece to contribute to global climate goals.
This includes schemes to cut energy bills and carbon emission by improving energy efficiency, smart energy distribution and improving water management.
Increasing EIB cooperation with Greek authorities
During the visit to the EIB the Deputy Minister of Development and Investments, responsible for Public Investment and Structural Funds in Greece, discussed ways to increase technical cooperation with the EIB to enhance the impact of future investment in the country with President Hoyer, Vice President Kettel Thomsen and the EIB’s dedicated Investment Team for Greece.
